The Indian Textiles Ministry has withdrawn the QCO on cotton bales and thereby removed the QCO requirements or standards previously imposed on cotton bales in 2023 and subsequent amendments.
The notification takes immediate effect, except for actions already taken or omitted under the previous notification and simplifies compliance for cotton producers, traders, and textile manufacturers and
The original notification issued in February 2023 set out certain standards or requirements with respect to cotton bales. This notification was again amended in August 2023, August 2024, and July 2025.
The decision came after several consultations with the Bureau of Indian Standards, and ensures that the move aligns with national quality and regulatory frameworks.
The withdrawal of the QCO will mean reduced regulatory burden and greater flexibility in handling cotton bales for cotton producers and traders.
Textile manufacturers have been advised to review their compliance processes to align with the updated regulatory environment.
The notification informs that stakeholders should stay informed about further developments and ensure their practices remain aligned with current government orders and BIS guidelines.
