EU packaging law now extends to garment hangers, hangtags & polybags

Fresh European PPWR legislation ushers in sweeping shifts for exporters of textiles and garments with regards to packaging.

This encompasses not merely cartons and dispatch packaging, but likewise polybags, hang tags and even garment hangers.

Starting August 2026, the earliest firm obligations will apply to freshly produced packaging. This means firms must actively evidence compliance and put processes in place governing sustainability and record-keeping.

Compulsory Conformity Evaluation
From 12 August 2026, producers must be capable of proving their packaging meets PPWR standards prior to market release. This is achieved via a conformity evaluation, encompassing technical files and an EU Declaration of Conformity.

Compulsory Labelling and Details
Packaging must carry identification and contact particulars belonging to the producer. This detail may equally be furnished through a document or a digital tool such as a QR code.

Steps Where Non-Compliance Arises
Should packaging fall short of the requirements, producers are duty-bound to implement corrective steps and flag the matter to the pertinent authorities. A sturdy quality management framework therefore proves indispensable.

The Road Towards 2030
The legislation will be rolled out in stages, with the eventual aim that by 2030 the whole of packaging will be recyclable and carry a minimum of 35 percent recycled content.

What Steps Can Be Taken Now?
Sound preparation begins with clarity. EU importers are advised to chart their packaging range, pin down their position within the supply chain, and collect the requisite technical particulars from their textile or apparel suppliers.
